LibKey Link requires that a library already have setup the Outside Tool (otool) within PubMed. You cannot use LibKey Link without this already in place even if you intend to immediately switch your link over to using LibKey Link. This is highly recommended to do soon regardless as PubMed will be discontinuing the user of this service.
If you use the LinkOut with Submission Tool, you need to convert your library first to use OutSide Tool. Registration and instructions for how to do this can be found here on NLM's website. This process requires that your library have:

- The base URL of your local service in the following format https://yourbaseURL?sid=Entrez:PubMed&id=pmid: Note that the base URL should be unique to your institution. For example: https://goodlibrary.linkresolver.com/openurl?sid=Entrez:PubMed&id=pmid:
- Four test URLs (i.e., 2 for full-text and 2 for ordering) including PMIDs to demonstrate the links resolve to the actual resource/full-text or to a pre-filled order form. Provide requested test URLs in the following format:
Pre-filled ILL form https://goodlibrary.linkresolver.com/openurl?sid=Entrez:PubMed&id=pmid:12345678
If you are not familiar with how to create these links, please refer to the documentation/support services for your link resolver. All major link resolvers support this functionality including SFX, Serials Solutions, EBSCO Full Text Finder, Primo, TDNet, OCLC and more.
Once you have the above system in place, you are then eligible to proceed to fill out this format to register for your LibKey Link. Further details about how LibKey Link works can be found here.
